## 2. Proponent Project Data & Zero-Retention
Uploaded draft filings, project descriptions, environmental assessments, and GIS boundaries are classified as Confidential Client Project Data. Such documents are processed strictly in ephemeral runtime containers to perform the compliance audit and are never retained or used for foundation model training.
